Redfern Speech

Paul Keating delivered what became known as the Redfern Speech or Redfern Address on December 10, 1992, in Redfern Park, Sydney, during the launch of the International Year of the World's Indigenous People. Regarded as one of the greatest Australian speeches, the day wasn’t given much media attention at the time. In the speech, Keating became the first prime minister to acknowledge the impact of European settlement on the indigenous inhabitants of Australia, paving the way for a formal apology to Aboriginal Australians in 2007.

It will be a year of great significance for Australia. It comes at a time when we’ve committed ourselves to succeeding in the test which so far we’ve always failed. Because in truth, we can not confidently say that we’ve succeeded if we’ve not managed to extend opportunity and care, dignity and hope to the Indigenous people of Australia, the Aboriginal and Torres Strait Islander people.

Speaking to a crowd at Redfern Park on December 10, 1992, the then-prime minister acknowledged the impact of European settlement on Indigenous Australians.
The speech put reconciliation between Indigenous and non-Indigenous Australians firmly on the political agenda, and some say it paved the way for the formal apology to Indigenous Australians.

The history between the Wik people and Europeans goes back to as early as 1605, when the Dutch ship, Duyfken sailed into the west coast of Cape York Peninsula and arrived at Cape Keerweer, South of modern-day, Aurukun. Captain William Janszoon of the ship had the plan to make a settlement, but this objective failed as war broke out and the Duyfken ship soon departed.

The Federal Government’s Ten Point Plan destroyed that potential and produced the Native Title Amendment Bill 1997 (Cth) (’the Bill’). The Bill rejects a fundamental and dynamic proposition contained in Wik: that where pastoral rights are inconsistent with co-existing native title rights, they prevail over them but do not extinguish the underlying native title. The Bill represents a concentrated drive towards the permanent extinguishment of native title. Whichever way you look at these proposals it is impossible to find a just and fair framework which seeks to balance Australian property rights. You see bias. You see gross infringements of the human rights of Aboriginal and Torres Strait Islander peoples. You see “bucket-loads of extinguishment”.
